THIS IS CERTAINLY AN IMPORTANT COMMITMENT, TO MAKE THE CITY A HAPPIER, CLEANER AND GREENER PLACE. IN MY OPINION, THE LACK OF LEADERSHIP WHEN IT COMES TO QUALITY OF LIFE ISSUES IN PROVIDENCE IS SHOCKING, DISAPPOINTING AND A SAD COMMENTARY ON PEOPLE'S PRIORITIES. ARE WE DESTINED TO LIVE IN FILTH FOR PERPETUITY? ARE YOU ALL COMPLETELY BLIND? DO YOU IGNORE TRASH WHEN YOU DRIVE AROUND? DO YOU PRETEND IT'S NOT THERE HOPING IT WILL GO AWAY? I live over on Lenox Avenue, at #195, and I am extremely frustrated with the amount of litter and trash that is on our street. I live over towards the Elmwood Avenue side of Lenox and if you take a drive by sometime, you will see tons of trash in front of just about everyone's house on the street, in the street gutters, the sidewalks and the front yards. I am sure the problem exists in a lot more places, but this is the street I see everyday.
Either my neighbors 1. Don't notice the trash in front of their homes (which I find impossible to believe) or 2. They just don't care. I have finally had enough and I would like to call upon you, and the other leaders of the neighborhood, to do something about the lack of concern when it comes to this issue.
I should not have to tolerate the disgusting look of trash everywhere. I remember years ago there was enforcement of laws, that made homeowners aware they would be fined if they didn't clean it up the litter, and I know that more than one received fines. I thought laws were there to be enforced for some reason, and for the life of me I cannot figure out why this seems to have gotten out of hand and this effort has stopped.
I used to be the street captain of my street, but that fell apart when things just didn't seem to ever get done. I even built my own trash can in front of my house to mediate the problem, and it is stuffed full every week, so there is a little less blowing around. This isn't my job however and am angry everytime I have to empty it.
What can we do about this? I am ready to raise hell and if everyone on the street needs to be fined by the city, so be it. But it is time that homeowners take responsibility to make the neighborhood attractive for everyone's benefit. This only reinforces the stereotypes of the image that people have of South Providence, it shows that no one gives a crap.
In my opinion, there is no excuse for laziness, it doesn't take much effort to clean up every day so it doesn't accumulate wouldn't you agree? The one's littering are the REAL problem, but how do you stop that? It makes me sad that so many people just have a narrow self-centered vision of their roles in life, there isn't much I can do about people who are litterbugs, but I sure can do something about my neighbors lack of cleanliness.
As I said, I invite you to my street to see for yourself. This is not just a winter issue as well, it is all year round.
Can you help me figure out a way to make the streets cleaner? I would be happy to work with you on any one of a number of neighborhood improvement and quality of life issues. I love my neighborhood, and plan to stay for a long time, but something really needs to be done about this soon.

THESE ARE THE PROVIDENCE RULES FOR LITTERING/ TRASH: ARE WE IGNORING LAWS NOW?
Sec. 12-57. Littering.
(a) Littering on private property prohibited; exceptions. No person shall dump, deposit, drop, throw, discard, leave, cause or permit the dumping, depositing, dropping, throwing, discarding or leaving of litter upon any public or private property in this city, or upon or into any river, lake, pond or other stream or body of water in this city unless: (1) The property has been designated by the city for the disposal of litter; (2) The litter is placed in a receptacle or other container intended by the owner or tenant of that property for the deposit of litter.
(b) Littering on public ways or public property; improper use of public receptacles. No person shall dump, deposit, drop, throw, discard or otherwise dispose of litter from any motor vehicle upon any public highway, upon any public or private property or upon or into any river, lake, pond, stream or body of water in this city except as permitted by law, nor shall any person transport by any means garbage or refuse from any dwelling, residence, place of business, farm or other site to and deposit such material in, around or on top of trash barrels or other receptacles placed along public streets or in public parks or in, around or on top of trash barrels or other receptacles of another person without the consent of the owner or person in control of such trash barrel or receptacle.
(c) Owner to keep premises free of litter. The owner or person in control of any property which is held out to the public as a place for assemblage, the transaction of business, recreation or as a public way and including but not limited to restaurants, shopping centers, fast-food outlets, convenience stores, stores, hotels, motels, industrial establishments, office buildings, apartment buildings, housing projects, construction sites, loading and unloading docks, gas stations, and hospitals and clinics shall take all reasonably necessary measures including daily cleanup of the premises to prevent litter from drifting or blowing to adjoining premises, and if necessary, to maintain receptacles for and to deposit properly such litter in receptacles.
(d) Owner to provide litter receptacles. The owner or person in control of any property which is held out to the public as a place for assemblage, for the transaction of business, for recreation or as a public way shall provide and conspicuously identify receptacles for the disposal of litter.
(e) Litter to be disposed of in receptacles. It shall be unlawful for any person going upon the premises of another to dispose of litter while on such premises except in receptacles provided for such purposes without the consent of the owner or person in control of such receptacle. (f) Litter on vacant land. The owner or person in control of a vacant or unimproved land shall maintain said land reasonably free of litter, debris, or other offensive material. Sec. 1-10. General penalty; continuing violations.
(a) Whenever in this Code or in any ordinance or resolution of the city any act is prohibited or is made or declared to be unlawful or an offense, or whenever in such Code, ordinance or resolution the doing of any act is required or the failure to do any act is declared to be unlawful or an offense, where no specific penalty is provided therefor, the violation of any such provision of this Code or any such ordinance or resolution shall be punished by a fine of not less than one dollar ($1.00) nor more than fivehundred dollars ($500.00), or by imprisonment of not less than one day nor more than thirty (30) days and/or require restitution in cases involving property damage or personal injury in an amount up to twenty-five hundred dollars ($2,500.00) and/or for voluntary community service for a town or city agency for not more than ten (10) days for any one offense, unless other penalties therefor, or penalties within other limits, are specially prescribed by statute, to be prosecuted by some office appointed for that purpose, and to be recovered to the use of the city, or of such person or persons, and in such proportions, as said ordinances or regulations shall designate. Each day any violation of this Code or of any such ordinance or resolution shall continue shall constitute a separate offense.
(b) In addition to the penalty hereinabove provided, any condition caused or permitted to exist in violation of any of the provisions of this Code or any such ordinance or resolution shall be deemed a public nuisance and may be, by the city, abated as provided by law, and each day that such condition continues shall be regarded as a new and separate offense.
(c) The penalty specified in this section 1-10 shall be imposed against any individual company or corporation, willfully causing construction, repair and/or installation without first obtaining permission from the proper authority of the City of Providence, for the same.
